Sandton, Johannesburg - Alexander Forbes is looking for a Chief Procurement officer to provide managerial leadership including procurement strategy development and implementation, common process definition and deployment, procurement organisational development and delivery to support Alexander Forbes and its subsidiaries.Develop functional plans that are aligned to departmental strategy and clarify performance. Key performance areas Leadership and Guidance To provide managerial leadership and ensure implementation of functional plans for the Procurement Division, and ensure the alignment thereof to departmental strategy To design, develop and oversee implementation of the procurement and sourcing strategies and plans, including maintenance thereof Raise Procurement maturity across the AF Group Implementation and maintenance of Procurement policy Provide input to the development of the group Procurement strategy Research best international and local procurement practices and assess appropriateness for AF To develop policies, procedures and systems requirements and set the context for work within which subordinates should work Contribute towards the delivery of company financial targets in respect of revenue as part of team Implement operational policies and guide Business on implementation Provide guidance and leadership to Business on sourcing strategies Provide guidance to Business on BBBEE-legislation and strategy Implement sourcing and category management strategies Maintain high levels of organizational awareness in order to move to a position of pro-active procurement Operational Processes To engage in complex negotiations with strategic suppliers and other stakeholders.
To develop and maintain strategic relationships with the external suppliers and internal strategic stakeholders and manage vendor performance Manage and ensure accuracy of documentation for the knowledge processes and systems To ensure that risks of the Procurement Division are identified, assessed and that adequate and effective risk mitigating measures are implemented Manage escalated internal customer queries and resolve procurement related problems Use ERP system (where applicable) and reporting tools operationally for effective procurement. To ensure that procurement policies, procedures and systems are aligned with other functions in AF and to align across the AF Group including procurement support for the subsidiaries To ensure that external audit, internal audit and internal AF compliance findings are adequately and timeously addressed Financial Management Ensure that the following is undertaken in accordance with agreed standards and ready for presentation to relevant committees: Statutory reporting (where applicable) Operational budget reporting Internal Audit findings remedial action Requirement from Auditors Validation of invoices for accurate and timely payment of vendors (where applicable) Ensure that planned operational projects are undertaken and implemented within specified budgets and timeframes Management Accounting, Budgeting and Forecasting Implement budget guidelines Contribute to the annual budgeting and forecasting process in alignment with the Group budget guidelines Anticipate changes in environment that may affect product demand and costing Review and make suggestions in procurement budgets on an annual basis Procurement Management Continuous improvement of the Procurement maturity level across the group. Drive the strategic planning process for Procurement category management group-wide.
Understand the business planning process in order to translate the overall Procurement strategy into achievable goals/targets Manage the identification and realisation of cost reduction, cost avoidance and cost saving opportunities through benchmarking and best practice Develop, establish and implement supplier Service Level Agreements in line with standard AF terms and conditions. Assist and drive complex negotiations Ensure Implementation and embedding of the procurement policies and procedures and ensure communication to internal customers and external where applicable Ensure integrity of data and systems Preferential Procurement and Enterprise Development Own delivery against the BBBEE targets for the Group Identify enterprise and supplier development opportunities in the procurement process Promote BBBEE in line with Group directives to ensure achievement of set targets Ensure achievements of set Preferential Procurement targets Internal and External Employer Representation Liaise with relevant business managers on supply and service demand forecasts and requirements. Share forecasting and other data analytics with Busines in order to assist their planning.
Represent AF at relevant Industry bodies and create a positive brand image amongst peers and competitors Identify and foster appropriate consultation networks Contribute towards the reputational management pertaining to procurement Facilitate matrix management i.e.finance in terms of payments and facilities in terms of assets Purchasing Metrics and Reporting Ensure that measurement and reporting of the Procurement value chain is possible and available for reporting purposes. Prepare and present reports on Procurement budgets and expenditure and purchasing trends Prepare submissions to relevant internal authorities Prepare and present reports as required by the Head of Opertional Efficiency People Management Manage workforce planning to ensure appropriate staffing Ensure that new reportees are appropriately inducted into the business Facilitate organizational procurement / tender awareness programs and provide support to inculcate the procurement culture Ensure appropriate team development and career planning/progression for subordinates Competencies Analytical Thinking, Attention to detail and problem solving skills Ethical Behaviour / Honesty / Transparency Technical / Professional Competence Relationship Building, networking and customer focused Good written and verbal communication skills Practical execution management (Planning, Organising, Implementing and Monitoring; Includes Project Management Education and Experience A minimum of Bachelor of Honours Degree in Accounting/Finance/Business Administration/Economics OR related field of study A minimum of 10-12 years of experience in the Procurement and Strategic Sourcing environments, with at least 5-7 years in management Knowledge and skills Executive disposition Strategic decision making General management Knowledge of the law of contract and compiling of contracts Knowledge of relevant procurement legislation MS Office Advanced User
